Commit the DVD image generation stuff. This will be archived later.

1. Use 'update_DVD_images.py' script to refresh data in jurisdictions.
2. Update the PDFs in the 'manuals' directory.
3. Delete all temporary/test files.
4. Test that all simulations actually start.
