when a minlat = -21, 0 ,0 and maxlat = -19, 0, 0 the statistics for the extent is (and file created has) -21.00000, -19.500000 even though there is data for -19,0,0
i think this should not happen

It seems to be ignored? and the file is clipped by the max long in the original file
