Change the 'xya' file type in anuga to 'txt'

Description
the 'xya' file format should be changed to a 'txt' extension and have a header that contains all column info not just the 'attribute'...
this would make the ascii file format for anuga and geospatial_data object more usable

Done. .txt/.csv files can be read and written.

This has alot of good ideas. Additionally, it would be good if text files don't have geo-ref's; then a standard csv reader can read the files. Text files with .txt or .csv can use this format.
The .xya format will be phased-out.
