Description
As an intermediate step towards a full installer (ticket:212) it would be handy to generate an image of ANUGA with all its dependencies for distribution on a CD or thumbdrive. This alleviate issues with finding and downloading dependencies. We may limit the scope of this to Windows machines since (Debian) Linux provides an easier installation procedure already.

Note, however, that we may wish to force users to use a particular version of a dependency package with a particular version of ANUGA. So we should include *.deb files on the CD for Debian/Ubuntu? users, as it's hard to go back to older versions under the Ubuntu package manager system.
An example of dependency on particular versions of a dependency package would be ScientificPython?, in which the default python numeric package changed from Numeric to numpy at some point around 2.7.
