Replace nonstandard zone by central_meridian

Description
Now that we have the option of specifying the central meridian we (Leharne, Myall and Ole) think that we should get rid of the option of specifying an enforced zone to urs2sts and redfearn altogether.
Anyone needing to project outside a zone can use central_meridian henceforth.
One thing to keep in mind is how zone information is assigned to domain and stored in the sww file. With nonstandard meridian zone will be set to -1
