Updated trac.ini. I think it works now, but it need to be verified by e.g. duncan that notification mails are dispatched.

I reassigned ticket #39 to me (duncan and duncan.gray@…), and I didn't get an email. It doesn't seem to be working...

I did get this email though, when I reassigned this (#36) ticket;

This would be due to me being in the cc: field
